On time

The Letter of Award set a contract duration of 36 months from the commencement date. Work began on 7 February 2022, and the road was taken over on 6 February 2025, within that period – one day before the third anniversary of the start date.

The Ministry of Works and Infrastructural Development then issued the Certificate of Completion on 8 May 2025, about three months after taking-over.

On budget

The final contract value, including variations, matched the original contract price of ₦33,298,345,042. No cost increase was recorded through variations over the life of the project.

Spread over 76.2 km, the contract price averages about ₦437 million per kilometre. That is a simple average only, because the price also covers design, drainage, bridges, culverts, ducts and safety works as well as the pavement.

Delivering a large road at its original price depends on sound design, careful planning and close control of quantities on site. As the designer and sole contractor, ICCO carried responsibility for all three.

After handover

A 12-month defects notification period follows taking-over. During this time, the contractor remains responsible for putting right any defects that appear in the works.

The Niger State Ministry of Works stated that the works were executed to its satisfaction. It rated quality, safety, environmental and social performance as Very Good, with no outstanding claims, disputes or litigation between the parties.
